Dear Smith,
I attach a copy of a semi-
official letter which has been sent to
Secretary of State.
DRAFT.
N.L. SMITH, ESQ.,
GOVERNMENT HOUSE,
HONG KONG.
us from the Treasury about certain
action which the Admiralty is contem-
plating for a change in their present
system of remuneration of the locally
engaged staff which they employ at Hong
Kong. The Treasury no doubt rightly
assume that the Colonial Government have
(1) with encl.
a good deal of experience and information
in these matters which may not be easily
available to the Admiralty's local
representatives, and we should be much
obliged if you could arrange for the
FURTHER ACTION.
Reens for
me to
unf. 14 Prester.
My
local naval authorities to be accorded
all assistance which may be useful to
them in the preparation and introduction
of their new scheme.
Yours sincerely,
(Szued) H. R. COWEL din
